JOB LOCATION: Kauai Veterans Memorial Hospital – Waimea, Kauai, Hawaii
FUNCTION: This position is located in the Human Resources Services Department of Kauai Veterans Memorial Hospital (KVMH). The Kauai Region, consists of Samuel Mahelona Memorial Hospital (SMMH) and Kauai Veterans Memorial Hospital (KVMH) of Hawaii Health Systems Corporation, a public benefit corporation of the State of Hawaii operating 9 facilities statewide. This position is regional and is required to travel between facilities on a regular basis.
The Employee Engagement Specialist is responsible for nurturing and growing employee engagement. S/he creates, plans and facilitates inspiring employee initiatives, events, perks and celebrations of all kind to advance and maintain a culture of excellence. This position will work closely with the Regional Human Resources Director to design and execute activities intended to enrich morale and employee commitment. This position will be responsible for providing support of all human resources programs and initiatives and refining the HHSC Kauai Region culture to include a focus on personal development and growth.
MINIMUM QUALIFICATION REQUIREMENTS: To qualify, you must meet all of the following requirements. Please note that unless specifically indicated, the required education and experience are credited based on a 40-hour workweek.
EDUCATION REQUIREMENT: Graduation from an accredit college or university with a bachelor’s degree.
Specialized Experience: One and one half (1-1/2) years of specialized experience in any one or any combination of the following: recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, personnel program development and services, labor relations, and personnel research.
KNOWLEDGE AND ABILITIES REQUIRED:
Knowledge of: Knowledge of the functions and organization of State government; public personnel administration principles, practices, and techniques; a comprehensive knowledge of the operations, policies, and legal requirements; and techniques of HHSC’s personnel program and the relationship of the HHSC’s personnel program to other personnel organizations of the State. Must have a thorough understanding of personnel evaluation techniques and the ability to deal effectively with management.
Ability to: Ability to apply sound administrative principles and techniques; to analyze, evaluate and draw sound conclusions from available data; to present facts clearly both orally and in writing; to exercise judgment, tack and discretion in analyzing and explaining policies and procedures; analyze, evaluate, and make sound decisions on complex problems; ability to write clear, concise reports and recommendations; and the ability to establish and maintain effective working relationships with hospital officials, employees and the general public.

MERIT OR CIVIL SERVICE SYSTEM: You must meet the minimum qualification requirements, including education, experience, other public employment requirements for State Civil Service employment, and HHSC Standards of Fitness. PHYSICAL EXAMINATION REQUIREMENT: Offers of employment will be conditioned on the results of a complete physical examination, which includes a drug screening. The cost for all physical examinations, except the cost for the drug screening, shall be borne by the applicant and not the Hawaii Health Systems Corporation. The Hawaii Health Systems Corporation shall bear the cost of the drug screening.
CRIMINAL/BACKGROUND, CREDENTIALING CHECKS: Applicable checks will be conducted periodically and any associated costs may be borne by the applicant. Your letter requesting the Administrative Review must include 1. The job title(s) and recruitment number(s), 2. the specific reason(s) you are requesting the review noting if there is a statute or rule violation, and 3. any additional information you want to submit to substantiate your request. If you do not submit your request within the twenty (20) days deadline, no Administrative Review will be conducted. Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection. If you do not agree with the Administrative Review, you may file a Formal Complaint and then, if you are still not satisfied, you can appeal to the HHSC Merit Appeals Board.
