JOB LOCATION:  Kauai Veterans Memorial Hospital – Waimea, Kauai, Hawaii & Samuel Mahelona Memorial Hospital – Kapaa, Kauai, Hawaii

FUNCTION: This position is located in the Fiscal Services Department of Kauai Veterans Memorial Hospital (KVMH). KVMH is part of the Kauai Region, Hawaii Health Systems Corporation, a public benefit corporation of the State of Hawaii operating 9 facilities statewide.

The Fiscal Services department provides a variety of managerial and fiscal services including accounting, bookkeeping, billing and collections, budgetary planning and control, purchasing and inventory. Fiscal services present periodic reports of financial condition to administration.

This position oversees the financial and operations management for accounting, budget, finance, decision support, patient accounting, contract management, materials management, health information management, and business office functions for the Kauai Region. It is responsible for region-wide financial administration, in a matrix environment, over all related business units. It facilitates the integration of regional financial operations with both clinical services and business applications, within the guidelines established by the HHSC Corporate entity. Position requires travel on a regular basis to and from facilities within the Kauai Region and the HHSC Corporate Office.

This position reports to the Regional Chief Executive Officer.


MINIMUM QUALIFICATION REQUIREMENTS:  To qualify, you must meet all of the following requirements.  Please note that unless specifically indicated, the required education and experience are credited based on a 40-hour workweek.

EDUCATION REQUIREMENT: Bachelor’s Degree in Accounting, Finance or related field. Master’s Degree or Certified Public Accountancy desired.

EXPERIENCE REQUIREMENT: Five (5) years of management and administrative experience with previous administration experience in a hospital or healthcare/system environment preferred.

SUPERVISORY WORK EXPERIENCE: Five (5) years of supervisory experience which demonstrated the applicant’s knowledge of and ability to apply the principles, practices, techniques and methods of supervision including: 1) planning, organizing and directing the work of others; 2) assigning and reviewing; 3) advising others on difficult work problems; 4) timing and scheduling their work; and 5) training and developing of employees.



KNOWLEDGE OF: Principles of finance, accounting, management, administration, public relations, budget preparation and control.

Ability to interpret laws, rules, regulations and policies, secure and analyze facts and data and make administrative decisions, develop new policies and procedures, analyze financial statements and reports, prepare reports, maintain cooperative working relationships, meet and deal effectively with the public.

Public Hospital Administrative policies, Federal, State, Legal and Private agency rules and regulations that govern Hospital operations, licensure, certification and accreditation. Possess comprehensive knowledge of nursing and health care practices and techniques.

SKILLS/ABILITIES: High degree of initiative, judgment and discretionary skills necessary.  Able to analyze situations accurately and take timely, effective action.  Strong, well-developed organizational skills coupled with strategic vision to develop and manage multiple projects simultaneously, integrate priorities to achieve goals and objectives as established and fulfill deadlines. Proven success in reducing costs, improving processes, motivating personnel, achieving goals and managing organization change.  Strong background in interpersonal communication, quality improvement activity, team building, strategic planning and fiscal responsibility; dynamic, success-oriented entrepreneur, promoter negotiator, and team builder who delivers solutions based upon vision and proactive risk taking.  Communicate clearly and effectively orally and in writing. Able to deal with stressful situations.  Must demonstrate the ability to handle changing priorities in a dynamic, fast paced environment.
