JOB LOCATION:  Kauai Veterans Memorial Hospital, Waimea, Kauai, Hawaii

EDUCATION LEVEL: High School Graduate preferred

FUNCTION:  This position is located in the Purchasing Unit of the Fiscal Services Section of Kauai Veterans Memorial Hospital (KVMH). KVMH is part of the Kauai Region of Hawaii Health Systems Corporation, a public benefit corporation of the State of Hawaii operating 9 facilities statewide.

The primary purpose of this position is to service all matters pertaining to the ordering, purchasing and standardization of supplies for the Kauai Region

This position will require travel, on a regular basis, to and from different facilities within the Kauai Region.

Position reports to the Senior Contracts Manager.

Requirements

MINIMUM QUALIFICATION REQUIREMENTS:  To qualify, you must meet all of the following requirements.  Please note that unless specifically indicated, the required education and experience are credited based on a 40-hour workweek.

EDUCATION REQUIREMENT: High School Graduate

General Clerical Experience:

Two (2) years of responsible work experience which demonstrated the ability to request information from others and to explain procedural requirements orally and in writing and which demonstrates experience in preparing and submitting requisitions for purchasing where the work involved all aspects of the following; gathering information regarding the desired product and alternatives by gathering brochures and discussing requirements with requestors and vendors; obtaining information regarding prices and/or obtaining quotations; writing up the requisition for submittal for purchasing and which demonstrated an understanding of purchasing policies, procedures and requirements.  

Specialized Experience:

One (1) year of responsible work experience in the purchasing of supplies, materials and equipment and/or services which demonstrated a knowledge of the methods and procedures of purchasing and which provided familiarity with regular business and trade practices in buying, and selling such as selling terms an conditions, discounts, delivery scheduling and packing and packaging practices, various commercial sources of supply and comparative prices for a variety of goods and/or services. The experience must further have demonstrated the ability to use purchasing reference materials and to work effectively with requestors in clarifying and identifying the nature of goods and/or services required and with vendors to explain and clarify purchasing requirements and practices and to solve problems.

Supervisory Aptitude:

Supervisory aptitude may be demonstrated through completion of regular or special assignments involving responsibility for some supervisory functions; by serving as a group or team leader; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor stating the possession of interpersonal skill indicative of supervisory potential.

LICENSE REQUIREMENT: State of Hawaii driver’s license required.

MERIT OR CIVIL SERVICE SYSTEM: You must meet the minimum qualification requirements, including education, experience, other public employment requirements for State Civil Service employment, and HHSC Standards of Fitness. PHYSICAL EXAMINATION REQUIREMENT: Offers of employment will be conditioned on the results of a complete physical examination, which includes a drug screening. The cost for all physical examinations, except the cost for the drug screening, shall be borne by the applicant and not the Hawaii Health Systems Corporation. The Hawaii Health Systems Corporation shall bear the cost of the drug screening.

CRIMINAL/BACKGROUND, CREDENTIALING CHECKS: Applicable checks will be conducted periodically and any associated costs may be borne by the applicant. If a job offer is made or employment is begun prior to completion of all applicable checks, any offer of employment or continued employment is contingent upon satisfactory return of all required checks.

The job title(s) and recruitment number(s), 2. the specific reason(s) you are requesting the review noting if there is a statute or rule violation, and 3. any additional information you want to submit to substantiate your request. If you do not submit your request within the twenty (20) days deadline, no Administrative Review will be conducted. Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection. If you do not agree with the Administrative Review, you may file a Formal Complaint and then, if you are still not satisfied, you can appeal to the HHSC Merit Appeals Board.
